The establishment of the Hong Kong Police Force was announced by the Government Gazette of 1844. Before the year, the non-offical police force was operating.

The duty of Hong Kong Police, is prevent and fight crimes. They also provides assistant to the other government departments when emergency. In the early history, firefighting and rescue services were a part of police duties.

The emergency hotline, 999, is running by the Police Force. Once that call for help is made, the 999 operators can locate and despatch the nearest beat constable to the incident scene. The 999 centre connects with specialised units, such as Fire, Ambulance and other services.

The Police constable normally being the first responser to the incident scene. So the Police Force also carried out an important role in emergency.

For example, the Police is not only control the traffic and crowd in emergency as fire or traffic accident scenes, but also led the victims to the safety place and provides first aid treatments. The negotiators of the Police Negotiation Cadre, which organizated by volunteer police officers, always save lives in criminal hostage incidents, domestic barricade situations and the dissuasion of would-be suicides by the professional negotiation .
