large vegetation fire swept across the Hsien Ku Peak at the slope
of the range of Pat Sin Leng Country Park on 10 February 1996 causing
a tragedy to a group of 54 hikers who came from a secondary school.
The fire killed two teachers and two students on the spot and seriously
injured 14 students.
Hong Kong Police Force, Fire Services
Department, Agriculture, Fisheries and Conservation Department,
Government Flying Services, Civil Aid Service and Auxiliary Medical
Service responded the large-scale fire fighting, search and rescue
operation at once. In this case, firemen had to overcome the rugged
terrain because the casualties were found scattered on the range
or at the steep slope. The operation continued for 3 days. |

Following the accident, the HKFSD implemented
an enhancement programme included procurement of equipment for mountain
rescue and hold courses from Civil Aid Service.
Mountain Rescue Training with assistance
from the Civil Aid Service, more than 100 Fire and Ambulance Officers
attended a train-the-trainer course and subsequently all Fire Services
staff were given an internal basic mountain rescue training. The subject
is also included into the initial training of recruits at the Fire Services
Training School and Fire Services Ambulance Command Training School. The
member of Special Rescue Squad of HKFSD must received training on mountain
rescue.
